Upper Nile supports 32 States and Chooses Presidential system!

A 5 days Regional Conference of the former Upper Nile Region has concluded its discussions in Juba on Saturday.
The conference which started on 20th last week discussed vital issues from the grassroots earlier consultations.
The conference, however, supported the creation of the 32 states and opted for the presidential rule as the best system of governance in South Sudan.
It recommended two consecutive five- year term limits for a president. It also resolved that the elections conducted in 2010 could be regarded as the first term of the current president and if the incumbent chooses to contest in the next elections, he will be serving his second term.
The conference recommended also that the economy should be diversified with agriculture taken as the main resource. The oil money will be used to finance agricultural activities and other vital infrastructure including roads, electricity and telecommunication.
The conference called on all the armed groups to cease hostilities and recommended professionalism and unity of the national army that would be composed of all the ethnic communities of South Sudan.
On the question of land, the conference recommended that the rural land belongs to the community and the urban land belongs to the government. It also recommended that the land dispute among various communities should be resolved peacefully and the border of 1 Jan. 1956 should prevail.
Among other recommendations, the issue of tribal marks, removal of teeth, tribalism and hate speech including all propaganda to promote tribalism should be discouraged or banned.
It’s worth mentioning that the ‘South Sudan National Dialogue’ has three stages in the process. First, it starts with the grassroots consultation, then followed by the Regional Conference and lastly, ends with the ‘National Dialogue Conference’. Upper Nile has just concluded the Regional Conference and all the recommendations will be forwarded to the National Dialogue Conference for final endorsement.
